Hi, I am looking into upgrading my pc. I am using this pc for gaming and recording/streaming and would like to be able get 60+ fps while recording (1080p) most high end games with high/highest settings.

I currently got a 3570k cpu, a hd 7870 gpu and a z77-d3h gigabyte motherboard. I have been looking into the 4790k cpu and the gtx 970 gpu but I am not sure what to go with.

I am a beginner at overclocking but I want to be able to do that if I desire so.

I have a wide budget (somewhere around 10 000 NOK) and prices tend to be cheap here. (4790k costs about 3100 NOK).

CPU wise... no, if you haven't overclocked it do it!

GPU wise GTX970 is pretty good. You can use shadowplay for streaming too :)

I don't have enough experience with the gigabyte UEFI myself to guide you from memory, but I found a video that should help:

Just make sure you're using a decent cooler. A hyper 212 is a good choice.
