I think you will see a slight difference when compressing or uncompressing files, not much else when comparing 9 vs. 10 Cas Latency on DDR3. lower timings mean less clock cycles that your CPU will have to wait, for the requested data in Ram to become available. Considering that memory clock cycles occur a hundred million times per second, you won't actually perceive a difference in response time between a latency of 9 and 10. On top of that, each new iteration of DDR doubles the data rate of the previous version (DDR  vs DDR2 vs DDR3 vs DDR4 etc..), so a difference between 9 and 10 is only half as bad with DDR3 as it was with DDR2. People will pay a lot of money to get DDR3 with Cas latency of 7, and then never use the memory in a way that benefits from it (compression, encyption).

 

TL;DR lower is better.

27 Is HORRIBLE

Is going for 1600-1866MHz go for CL9

Anything above Go for CL10-11

10-10-10-27 isnt a CL of 27, its always the first number so CL10. 

Aim for CL7 on 1600Mhz, cl9 with 1866 and 9+ at higher speeds. That is DDR3.

DDR2 will generally be a lot lower and DDR even lower. DDR4 has insanely high cas latencys.
