If you can have 120mm fans instead, you couldn't ask for a better fan then the Noiseblocker E-loop.

Spectre Pros are pretty darn mediocre.

Normal Spectres are less mediocre. AF140 QE's are decent.

Silent 14's are good: http://uk.pcpartpicker.com/part/gelid-solutions-case-fan-fnpx1412

I would just like to hear your reasoning on that ? On paper, the corsair fans get slapped around like a red headed step child.

for white fans I like Noiseblocker eLoops and Phanteks PH-F140XP fans, though the Phanteks units have a black frame so I dunno how you feel about that.

I'd recommend NZXT's white FZ 140mm LED fan. It moves 85.7 Cubic feet of air per minute, and is pretty darn quiet while doing so. I have the red version in my case, and it's great.

Most on-paper specs for fans are best ignored.

The Spectre Pros are too noisy for their performance.
