Hello there, I'll get straight to the problem.

psu: OCZ ModXStream Pro 600 80plus

mb: AsRock A88X extreme4+

cpu: athlon II x4 760k

ram: kingston fury 4gb 1866

gpu: sapphire dual-x r9-280x 3gb OC

hdd: 1tb wd blue

Few days ago I started seeing artifacts while gaming, watching youtube videos, or scrooling through facebook. I've been doing some research today and I noticed voltage drop on 12+ rail and on gpu.

12+ rail goes from 12.2v to 11.7v when gpu load is 100% , and gpu VDDC goes from 1.197 to 1.06v. I've been using this setup for more than 2 months now without problems. I used FurMark to stress test gpu, and aida64 and gpu-z to monitor temps and voltages. While gaming temps never go above 60c, and gpu load is 40-70% most of the times.

Artifacts started appearing slowly. First time I started seeing them only while scrooling on facebook, and never in gaming. Then they started showing while watching youtube videos, and rarely in gaming. Now 10minutes in gaming they start showing, from few of them showing at one moment, to full screen with aftifacts,

If anyone have an idea what's going on here, please help me!

Thanks!

Can you post a photo of these artifacts that appear on your screen? I have a similar problem with an old Radeon HD 5770 from xfx. Its showing pixilated areas all around the screen and they change based on what I do on the user interface. Did not manage to fit it yet. Do you still have warranty on your video card?
