Will this be an issue?

I am new to water cooling and I recently ordered 2 xspc rx360 rads. They arrived and they have a minor difference between them around the threading. I don’t know if this means there was a defect in the manufacturing process or if this is no big deal? They both have threading for fittings but it looks like one may be painted over or is using something else for the threads.

Screw a fitting in and out a few times. If it still hasn't improved return it.
