Yep speedfan if your motherboard supports controlling the fan speed, otherwise you're pretty much stumped. There are some fan controllers out there which connect by usb internally, but honestly for the price of those, you could just get a new motherboard which supports it like an MSI 970 gaming (Off the top of my head as one which supports fan control in software)
