Is it not detected in windows or the bios? or what?

Is it a new hdd?

and its empty.

Is it not being detected by your BIOS or the OS? How are you finding out it's not being detected (i.e. you put a windows install disc/usb and it isn't showing up, it's not being displayed in the bios or the disk management utility in windows (idk about mac/linux). 

 

Also, is the HDD spinning when you turn your PC on?

Have you formatted it yet? If not go to My computer/This PC > Manage > Disk Management (left side panel)  Right-click the Unallocated Space and then create a new drive.

Hit new simple volume and follow the wizard
