When I boot up my machine it goes to the thing where you press a key an the screen goes up to reveal a complete blue screen. It will not let me do anything after that. It just shows my account nane

Is your Windows genuine? Can you click anything or mash your keyboard?

try reinstalling windows ? or insert your windows 8.1 install disk , and attempt to repair windows

the current list of dead cards is as follows 2 evga gtx 980ti acx 2.0 , 1 evga gtx 980 acx 2.0 1600mhz core 2100mhz ram golden chip card ... failed hardcore , 1 290x that caught fire , 1 hd 7950 .

If I reinstall windows will anything be deleted

probably 

 

edit , i believe (not 100% sure) but it may put your old files under a folder labeled as windows old
