so i have 2 SSDs in my pc one is 128GB = C drive and a 250GB one if i install a program to the 250GB one such as Photoshop and then re-install windows can i just open the program from the installed folder

Sometimes, but with more complicated programs, some parts are installed on the system drive and you've got no choice, such as registry entries and the like. So, some will, but most probably won't.
