Frequent GPU Usage Spikes while Idling, R9 290X

Like the title suggests, while idling + using chrome the GPU usage % spikes from 0% to ~45% sometimes even going as high as 90%.

 

The memory clock also spikes, much more frequently from the cap (1350MHz) to 150MHz.

 

With my old GPU (7870) I don't remember it having such common fluctuations.

 

So I'm wondering if this is something that occurs normally, or if I'm doing something wrong.

 

Note: It's a new R9 290X put onto an old(er) system.

It's has MSI Z97 PC MATE motherboard and a 650W power supply.

Single monitor.

Chrome has hardware acceleration built in. So this is normal.
