I have this cooler and was wondering if I could do some moderate overclocks with it?

What do you mean by "moderate"? You could probably get a decent overclock with that cooler maybe reach to 4.0 without any problems. It depends on how well your chip is and keeping the temperatures within consideration.

What do you mean by "moderate"? You could probably get a decent overclock with that cooler maybe reach to 4.0 without any problems. It depends on how well your chip is and keeping the temperatures within consideration. 

I was thinking of 4.0-4.2

It really depends on your ambient case temperature too.

My room is at a constant 20*C

Yes, I was able to hit 4.4ghz with it on a 4670k. Although I used artic silver 5, which helped a bit.

I also use arctic silver 5!

That with a 4690k you should be able to hit 4.4ghz just fine. And you got wonderful ambient temps. I am jealous. I live in florida so you should be able to go even further lol.
