black screen and doesnt react to anything?

Hello, so i have this issue when i stay too long afk it shows black screen it doesn't react to nothing even restart button and power button so i have to shot down my psu pls tell me how to fix this and i think it has something to do with that i cant shutdown my pc it restarts when i try to shutdown it and when i try to restart it it shut downs and after 2 sec it turns on idk what is going on i just reinstalled windows it didnt happen before reinstallin any help would be appreciated
