I don't live near any computer stores that carry water cooling stuff and I don't want to pay $20 of shipping to get a $3.99 bottle of additive, so I was wondering if there was something I could put in my loop that would do the same job as an additive but be available at wal-mart or something.  I was thinking about using car coolant and distilled water but I don't know what the right ratio would be or if it would even work.

You don't need car coolant and distilled water. Distilled water with a biocide will do just fine. In fact it's the most recommend and widely used combination for water cooling. Unfortunately you still need something like a kill coil that's 0.999% silver for the biocide.
