In planning to oc my 965 to around 4ghz, any cheap air coolers capable of this

Your'e right. It's actually better to use air than water for BE chips. Just get the 212 evo and some replacement fans. Or shop around for something else, I kind of hate to say 212 evo. I'm still running mine under water with rather lame results. 3.8Ghz 24/7 stable, though I have had it post at 4.5Ghz, quickly crashed during win7 gui. Its just because I have a 620 laying around.

if you want to spend like 35$ you could get a thermalright macho hr 02 :)

I use a Cooler Master 212+ (Plus). It's not expensive and does a very good job. Just make sure you don't have a too small case.
