I 100% straight up don't believe this build because nobody that wants to "try out" PC would IMMEDIATELY spend 7000 on a build like this

I understand that he has a $7,000 budget but spending money on things like dual 295X2's doesn't make sense seeing as MOST (95%) of games won't benefit from the fourth 290X core. I'd recommend 3 GTX 980's, with the 3 980's you could use a cheaper power supply such as a high wattage EVGA Supernova.

This is more what you want and even here some of the parts are overkill e.g MOBO, SSD, Case can all be lowered for a lower overall price.

Hes a first time PC user even a single 970 or 980 will be enough, we don't even know what res hes playing at. The overkill build ahs a 4K monitor but that's part of the build so it could change when the actual parts list is finalized.

Wasting money is stupid regardless of how much of it your friend has. If the goal is pure gaming a 5930k, 16gb or ram and 4 gpus make NO SENSE. He doesn't need it, it won't make any difference for him and it's all money that could have been spent much better. The custom loop, that's the kind of thing you do for passion, if someone else is doing it for you it's pointless. The power supply is overkill for anything. You will never need that much power. Get an evga g2 850 watt. Get 2 gtx 970s, you don't need any more for that monitor (if you get them and decide you MUST have more add  third one). And for the love of everything, go z97.

First time users can still use more than a GTX 980.

980 is complete overkill for 1080 and a first time user shouldn't be dropping that much money on a GPU if its to "try out pc".

No its just his parent's money not his, so understand he is a rich kid. So really he is quite spoiled so I just put this together.

 

Then maybe help the parents save them some money instead of letting them waste money on parts he isn't even gonna need?
