Every single time you remove a heatsink you must reapply fresh thermal compound. That's just the rule of the trade.

 

What's the best thermal paste for the cheapest price?

I would say MX-4 is probably the best general compound for the price. You can also try IC Diamond.

Yes' you'll need to replace the Thermal Interface Material (TIM)

yes.. you can clean it by a micro fiber cloth.. it's recommended to use a new thermal paste as the thermal paste that comes with the stock CPU isn't .. ehh.. mehh... nahh.. mmm... Nope.. not that good :/.. ehhh.. how much a thermal paste cost? 2USD? 3USD? Spend alittle few extra for it mate :P.. it's worth it ;)

What do you mean I'm going to use the stock cooler but since I took the fan off, do I need to replace thermal paste now or can I wait a few weeks and get some when I go to school?

what he means is every time you take off the stock heat-sink (or whatever cpu cooler your using , as in take it off the cpu so you can see the cpu in the socket of the mobo) , you need to replace the thermal paste.

the current list of dead cards is as follows 2 evga gtx 980ti acx 2.0 , 1 evga gtx 980 acx 2.0 1600mhz core 2100mhz ram golden chip card ... failed hardcore , 1 290x that caught fire , 1 hd 7950 .

i use Ceramique 2 by arctic silver , idk if its the best but its treated me pretty good so far.  was only about $6 for a small syringe up here in canada  

 

edit: get some mx-4 , its better

What I'm asking now is it 100% needed for me to do it now or can I wait 2 weeks until schools starts to get some more thermal paste. Cause I don't have any and I'm building my PC for Christmas I was just testing my parts and put the heat sink on and took it off the put it back on and leaving it like that now. So I'm getting more compound but do I have to do it before I start up my computer and run the first boot

What you need to understand is that when you take the heat sink off and put it back on again, the thermal compound will no longer be spread evenly.  While your computer may work for a few minutes, it could very likely shut down from overheating.

If I was testing my cpu and motherboard. I put the stock fan on that had thermal paste on it already out the box. If I took the heat sink off and put it back on, will I need to replace the thermal paste or can use my cpu like normal?

I know the feeling, you don't always have thermal paste to hand, and yes, you SHOULD replace the termal paste when you remove the cooler, but tbh I've done it loads of times and not applied new paste and the hardware's fine, although I wouldn't overclock or anything after doing so.
