I've read the some reviews but haven't done as much research as i should i suppose, but i'm planning on a new build. Should i go for the 7870 or 7950? 
I plan on using it for gaming mainly as well as some drawing and art stuff once my input tablet comes in. I was looking at the 7870 just to try and save some extra cash, but i can spend the extra 100 some odd dollars if the performance really is affected.

I would go for the 7950. An overclocked 7950 is a great option, and hard to beat with it's price to performance ratio. To learn more about the performance, go on Linus' channel and search benchmark showdown. There, you will see a variety of cards at a variety of pricepoints playing popular titles. So, you can see the real-world performance of the cards on your favorite games.

you should consider the 7870xt ... it is only a few dollars more expensive but performs nearly as good as the 7950 

(1) high frame rate (2) ultra graphics settings (3) cheap...>> choose only two<<...

Yeah, choose between the 7870 XT or the 7950. It's pretty much pay for what you get so it's up to you.

here ... note get the sapphire one i think saphire is a better known brand than club 3d plus the sapphire one goes for less than 240 usd

Although the 7950 has better overclockability, has a 384-bit bus and 3GB of memory. So if the orginal poster reads this, if you only game at 1080p, go for the 7870 XT to save money!
