Which one of these cpu's are better the i5 4430 or the i5 4460? (im a new pc gamer/builder)

Likely the 4460 because it has a 200MHz higher clockspeed and it's the same architecture.

4460...but it require an H97 or Z97 motherboard to make sure it works out of the box where as the 4430 will work with any 1150 socket motherboard it not being an haswell refresh CPU.

The i5-4460 will work on other chipset motherboard but you are very likely to have to update the bios of the motherboard using A NON REFRESH haswell cpu prior to be able to use the 4460 on it.

Get the 4460. I got the 4430, because I am stupid

Get the 4440 its cheaper, and you can overclock 200 Mhz out of it
