Hello guys, so I've been told that any PC will run better and faster if I make an extra partition specialized to install programs. Is this true or it's just a lie? :3

Not really. But you can do this

Asrock 890GX Extreme 3 - AMD Phenom II X4 955 @3.50GHz - Arctic Cooling Freezer XTREME Rev.2 - 4GB Kingston HyperX - AMD Radeon HD7850 - Kingston V300 240GB - Samsung Spinpoint F3 1TB - Chieftec APS-750 - Cooler Master HAF912 PLUS

Doesn't make a difference; it's just more organized.

It can be actually true though; you can choose in what order do you want those partitions to be physically; if you want them in the outer part of the plates, or the inner section. If you put a partition on the outer part, it's going to get faster read/write speeds, as it requires a lot less movement from the motor to perform, the inner area is slower. This is done primarily in Linux (I don't know how windows features it), and it has quite a lot of advantage on servers and large storage arrays. However for your case scenario, it won't make a difference.
