I've designed this pc and I'm planning to guid this pc soon. Whilst still being within the price range that's said above, what could be changed in this build to make it better? It also needs to have the ability to over clock the CPU and will be used for gaming

Get a cheaper CPU cooler, and a newer GPU. 

 

For example, a 7950 could be had for $100 CAD if one knows where to look, you're over-paying for that 7950.

Get the 4690k and a hyper 212 or tx3 cpu cooler will  be fine.

OP wanted to OC, and this thing when OC'd performs real good.

Where do you get your prices from? Tried to put your build in PCPartpicker to see what I could change around but everything I find there is more expensive than what you've listed.

Came up with this: http://uk.pcpartpicker.com/p/RpV3jX it's 60 pounds over budget though... You could go for AMD, gets you a better GPU http://uk.pcpartpicker.com/p/BbcCqs and is 10 pounds over your budget.

 

EDIT: I see someone else had a question about the prices too, PCPartpicker takes a component and looks where it is cheapest, so that build you've listed would probably be 100 pounds over your original budget.
