I am going to build a silent (as quiet as possible considering the GPU) home theater and media pc.  It will be sitting directly below my tv and will be doing some light gaming.  I am hopping to keep this system as cheap as possible.  Here are the parts I currently have from my last pc:  

 

GTX 780 Lightning (I realize its overkill)

Corsair Obsidian 250D

Samsung 120GB SSD (with windows 8.1 on it)

LG Blue-ray Reader

 

 

What I need (cheep and quiet please, I would prefer not to overclock anything):

-CPU

-CPU Cooler

-Motherboard

-RAM

-PSU

Also you may need more storage, do you want a HDD too?

I've built 3 PC's, but none for myself... In fact, I'm using an iMac that my dad bought for me as my desktop. Awkward...

Please don't say "SSD drive." By doing so, you are literally saying "Solid State Drive Drive" and causing my brain cells to commit suicide. The same applies to HDD (Hard Disk Drive) and PCIe (Peripheral Component Interconnect Express).

I had a really nice build going for you, had it around $650...  then I saw $400, no fun...jk.

 

I assume you have case fans?  Stock cooler is fine, as long as you have good airflow.  The 140mm intake, and the two 120mm exhausts will do.  GPU is kind of an intake too.

I am building another system to run my TV system.  I upgraded the current system to a 900 series and have the other components sitting around from a previous project.

You could save another $100 if you went with a "G" model Haswell, if you don't need more than two cores.
