It won't bottleneck, but you can build MUCH better for that amount of money.

This is well short of $600... You can probably find a $64GB SSD for around $30 somewhere, bringing you right to that $600 mark. Hopefully an operating system is being obtained outside of the $600 budget, otherwise we would have to rework the build.
