Hi, now I've gathered all of the components for my build except for the operating system.

Previously, I owned a HP desktop computer with windows 7 home premium 64 bit installed on it.

I don't really want to spend $100 on the operating system of my new PC so I'm trying to dig some options.

If I install the same version of windows on my new PC, will I be able to activate windows by using the product ID for windows 7 home premium on my old HP? (The ID that is found in system properties)

You could be able to use the old key. You might be able to contact Microsoft and explain that you're installing it on a new machine, and the old machine isn't in use any more

I'm still questioning it since I might not be able to find the exact same copy of windows / there may be compatibility issues with the code since the OS is probably a mass production version licensed to manufacturers.

Has anyone ever attempted this before? If not, is the $100 worth it for a new Win 8.1?

Usually, there shouldn't be an issue with just using the key. If it does complain, then contact Microsoft

Laptop keys can be difficult as they are bind to mobo. But some guys claim to have fooled MS still.
