If any damage occurred to the pins on the motherboard or cpu then you will run into issues or even failure.

You could also run into performance issues if the previous owner used in such a way that would cause degradation to the hardware. 

Test before you buy if possible.

I bought a used 4770k on amazon for $200, the deal was too good to pass up. It has been running fine for almost a year. It's not a great overclocker though, I can't get it past 4.2ghz. I also bought a used gtx 770, but I had to return it 2 days later....can't get lucky twice.

only time i'd consider buying used is when buying super old stuff, like a T7200 that i bought for my laptop, wouldnt buy new stuff used though

I wouldn't, you don't know how the person before hand has treated it. (As in have they had it working 24/7 doing heavy duty work? Overclocked it to the extreme? Had it with a crappy cooler meaning its run hot all its life? These are just some of the reasons I wouldn't.)
