CPU Fan Error On Boot

I have been having a CPU Fan error message when i boot and not all the times it just seems to happen whenever its cold and i don't mean like its freezing i mean like within 55 - 63 degrees ferinheight. this has only ever happened on cold days and i check if CPU fan is starting up like normal already and its spins like normal and all connectors are fine and secure too. any ideas on what might cause this?

 

PC Specs are: Motherboard = Asus Z87 Pro, CPU = Intel i7 4770k, RAM = Corsair Vengeance Pro 16gb 1866, GPU = EVGA GTX 750 ti FTW, PSU = Corsair RM 750, Case = Fractal Define r4 Windowless, CPU Heatsink = Cooler Master Hyper 212 Evo, Hard Drive = Some Old Hitachi 500gb, OS = Windows 7 64bit

 

Also the CPU isnt overclocked and all drivers are up to date even the bios is up to date Also my PC is perfectly cable managed and very clean

I sometimes got that on my PC. the issue was that the fan was spinning too slowly. lower the minimum RPM of the cpu fan to like 500 or so

Make sure you didn't plug in the CPU fan into the CPU_OPT fan header instead of the main header. If changing the header doesn't work, go into your BIOS and under the fan controlling options you should be able to set either the main CPU header or the CPU_OPT header from "monitoring" to "ignore."

I beleive you can set the ignore thresholds in the BIoS so this isnt triggered

Well I just changed the low limit to 200 hopefully that was the cause since by default it was on 600 and the fan runs around 680 at startup so hopefully that was it. Well i will check tomorrow morning probably going to leave window open all night to let it get really cold to see if problem happens again if not then it will be solved :D also i didn't want to turn of the monitoring since i would prefer to know if it isn't working since i don't have a window on my case and when its closed i cant hear anything. Also thanks for all the quick help from everybody :D
