vsync and gpu max frames

i have gtx 970 

on games like watch dog and ac unity in the option , there are (vsync and gpu max frames)

for vsync , there is option for  0,1,2,3  frames

adn for gpu max frames,  there are option for 0,1,2,3,4,5 

 

is it good to increase them or try to keep them as low as possiable?

what they mean?
