Building a Steam Machine

My friend wants a "steam machine". I talked him out of an xbox one but he wants to play on his tv. His budget is around 600 bucks because he was going to spend 600 on a 1tb xbox one with games. Any recommendations for specs. The case needs to "look good" he is very picky. Thanks .... He lives in the US. 600 US Dollars
