It's because ISP's promise you 20Mbps not MBps. So your download speed is 20Mbps/8 = 2.5MB/s

Why is it that I pay for 20 Mbps upload and 20 Mbps download but when I download something the download caps off at about 2Mbps? Could it be because I have an old router?

Because your download speed is Megabits. A file is Megabytes. They are not the same form of measurement.

 

Run www.speedtest.net and see if you are getting what you're supposed to.

i guess you have megabits and megabytes here. 16 megabits are around 2 megabytes so with your 20k internetconnection it matches with your messured speeds.
