One of my friends wants me to build him a server and I have some idea of what he'll need for it, but not entirely certain what kind of parts are needed for it. I know a lot of ram and good cooling but what else is needed. He told me he'll keep it on around 4-5 days a week for about 12-20 hours a day and will keep it in a separate room so noise is not an issue. He has approximately a budget of $650. Any help would be greatly appreciated.

A minecraft server that would hold at most 30 people at one time.

What kind of dollars are being used?

Ah sorry about forgetting that, it is US dollar and I'll remember to do that thank you.

Something like this would be plenty: http://pcpartpicker.com/p/rd7VCJ
