Although this doesn't fit your needs of it being an OS, but I suggest a Chromecast.

Last I checked, which granted, was a while ago, Netflix doesn't work with Linux. Netflix is pretty much the only thing on Earth that uses MS Silverlight, which isn't available for Linux. Your best bet would be to find someone selling an old XP license on ebay or something and use that. As for a remote, you might be able to find an Android app that can do that, but I'm not sure. I know remote apps for things like VLC are out there, but I'm not sure about Netflix.
