Windows Defender RTP Problem

What.  The.   Hell?  

 

Firstly, turn off any proxy servers.  Secondly, install Windows updates.

 

If those don't work, then I can imagine malware could have done this.  Download Malwarebytes and run a threat scan.

If it helps the error code is "0x800705b4" I tried googling stuff but nothing.
