So as of 3am this morning I cannot access random site's (this being one of them) so I tinker with my network to no avail and end up doing a trace to see if it's my own hardware asking the issues. I can see the hops hitting my router then my modem then my isp (up.net) and then it times out for the rest of the 27 remaining hops. This is consistent for every site I cannot reach (basically anything not run by Google and a few random ones lik the Facebook and crunchyroll)

is this an isp issue I guess would be my question? I do tech but networking has to be one of my weakest points so I'd like to be sure before I call and bitches them out about it. (nothing but issues with them for years but they are literally my only option)

I'd post the actual traces but currently have no computer that will allow me onto this website :(

if need be ill post them Monday from work but it's 100 percent consistent on hitting the isp then timing out.

Any advice is appreciated and thanks in advance.

Ive tried muiltiple dns's and proxies but as soon as it hits the isp it does the same thing.

The problem with trace route is that you can configure a router to drop all trace route packets I think it uses ICMP so if the router is not setup to allow ICMP packets through from your network then you cannot tell for sure.  But the fact that you can see the packet leave your router and go through your ISP makes is sound like the problem is with your ISP.  Are all requests timing out at the same IP address when tracing to different sites?
