I'd say about 10-15 degrees less than what you'd get from air cooling. Temperatures will vary somewhat depending on the ambient air temperature of the room.

Honestly? It doesn't matter. As long as you build enough cooling capacity then the temperatures are negligible. If you do it properly, all you have to monitor is the pump and the loops for leaks.

If you have enough radiator space (you're kind of on edge but I think you should be ok) then the temperature is arbitrarily cold. 40<50<60 but any of the three is fine because it's well below thermal limits.

The main issue you might have is if the water is too hot, the pump will not be cool with that (heh, puns)

so you should really only be concerned with temperature and what your pump can tolerate, for the rest it doesn't really matter unless you're seriously pushing the CPU.
