Min-Max on a budget?

So I've been binge watching the whole of the NCIXcom channel and came across a system showcase with the concept of "Min-Max" (maximum gfx power, minimum everything else) and was wondering if this concept can be applied to a $400-500 system or is skimping on the stuff like the cpu or ram not that smart on this type of a budget? If you're able to build a system based on this principal then just post a pcpartpicker link in the replies, if this was a stupid idea then please post explaining why

Could be done, the GPU is most important component, but skimping too much will cause bottlenecks, and parts may not last as long (cut corners in QC etc).

You could go with an AMD fm2 socket, they are cheap and decently inexpensive
