Okay so I stream and record wow videos, and I use quicksync currently but as we know GPUs are a lot faster than cpus and their igpu counterpart, now I finally got a 290 last night (YAY!) and I am looking at using that to record my gameplay, but how will this impact game performance or recording performance even with that 4gb buffer and them speeds on the core and memory.

AMD Game DVR has little to no Perf Hit. (Uses the VideoCodecEngine of your R9-290 GPU

Use that or QS still (Similar to no perf hit on each)

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz
