Is my laptop battery busted? I'm guessing it is, but not 100% sure...

So, i currently have Toshiba A500 13F, and we've had it since January 2009.

 

Around 1+ hour ago, there was a power outage, and i couldn't use my laptop since it's connected to an external monitor... After some time, i noticed that laptop fan stopped spinning... I assumed that laptop went to sleep, so i continued playing my game (on my phone)... So, after power came back on, i noticed that it actually shut itself down... Okay, i turned it on, started chrome, and after 10 odd minutes, i noticed that my battery level indicator was very low (the little icon)... I checked, and it said 20%, and it still says that, which isn't right, since it was without power for around 40 minutes MAX, and at the lowest possible percentage, it should be around 50%!

 

I disconnected the power cable, and voila, it shut down immediately, like it's a desktop PC... And i noticed that it won't turn on without power cable being plugged in (ie. having power)... Also, on that icon it shows this: http://prntscr.com/5dmbvi

 

Now, i'm 99% sure that battery is dead, but i'm not 100% sure, since those constant 20% confuse me, and i want to hear your opinion guys... So, if it's dead, should i take it out (the battery) O.o

Have you tried taking the battery in and out, restarting the laptop? Unless you have done that, i guess we cant be sure. Also, i have had some battery issues with my laptop before, as in, not loading and such, which magically resolved themselves after i restarted, left it off for a little while and then restarted, or putting the battery in and out. I dont know, but it might help?

You might need to get a new battery if it's removable.
