reccomended manufacturer of the 270???

Sapphire, Asus, Gigabyte, PowerColor 

 

Whatever happens to be cheapest is best (just don't get a reference cooler).

A 270x is an overclocked 270. The 270x isn't really worthwhile -- at least in the US as a 270 (non-x) can be had for $40~ less than a 270x, and a 280 can be had for about $20 more than a 270x.
