Should it be on? If so why is it off?

Will you use programs like Hyper-v or virtual box?? virtualization programs, if yes then turn it on if not leave it.

I would turn it on, only because there is no reason to have it off. If you aren't going to run virtual machines or similar programs, then leaving it off won't hurt anything.
