I suggest doing a clean new Install. only backup the important stuff

It doesn't help to have things like music and documents on it. SSDs wear out over lots of write cycles. I'd do a clean install on the SSD and remove the system files from the old hard drive. You can use the SSD for applications and games and the old hard drive for personal data.

I am almost finished building my new computer, but it will not boot up, presumably because I have no data on the SSD. How can I exactly clone my entire old hard drive to the new SSD?

It is always recommended to do a clean install of the OS on a new SSD in order to avoid any driver issues and compatibility problems. Also this way you would clean your boot drive from any unnecessary programs and unused files.
 
The cloning procedure creates an exact copy of your old drive on the new one. Because of that it is strongly recommended that you use a similar or larger in capacity drive to clone over the old one. Otherwise, you would be risking getting corrupted files or data loss.
 
Simply do a fresh install on the SSD and then connect the HDD and copy/install everything you want to be on the SSD.
