So I go to turn on my pc and press the power button it starts to come on then a loud fan noise starts then it shuts down again and it keeps doing this until I plug it out from the wall. Now I decided to take out the graphics card from it (gt 610) and it booted up normal. The PC used to boot up fine with the graphics card inside before and now it just doesn't want to boot when it is in any ideas.

If by loud fan noise you mean high rpm, that's probably something heating too much, the higher the temp, the higher the rpm's on the fan, so temps are so high fans are at maximum rpm, and then because of the high temp it shuts down.

Probably your gpu is overheating

Does the pc start with out the gpu. If it does not start what does the little led letters say on the motherboard? the letters and numbers it displays tells you if there is anything wrong and what the problem is. It is different dependent on motherboard manufacturer what the LED debug code means. If the pc starts up with out the gpu try removing speed fan and afterburner. Let me know if any of this helps.
