Strange Graphics Stutter/Judder/Jitter

So the video above demonstrates an issue a friend of mine is having with his PC. There's a playlist with a couple more videos here.

This is unlike anything I have seen before, and he says it only happens with some games and not others.

Anybody seen this before? Any ideas what the problem is?

He has a GTX 760, AMD FX 4300 and a single stick of Kingston 8GB. Plus he tells me graphics drivers are up to date.

Here is his description of trying to play Dragon Age Inquisition:

when I just ran Inquisition, it was super duper choppy and I quit out of it, then I tried it again, and it crashed, I didn't get a look at what the little pop up had said, then I ran it a 3rd time and it seemed to run well-ish, when ever I would press a button to change something about my character the screen and music would skip like a broken record for a bit

He also said his fans span up to very high, very loud speeds at the time, too.

Cpu bottleneck ? With a 760 would be unlikely but ... (nah that was stupid ) Also which fans ramp up cpu or gpu ?

Could it be the monitor ? Do you have any other system you can plug into the monitor ? Or another monitor which can test the gpu (a tv maybe ) ?

What motherboard does he have?

If this was the only game that it happened on I would say it's a problem with the game and not the hardware, The cursor doesn't seem to stutter once in the video.

Can you ask him for more detail such as how long this has been occuring? or if there are any weird CPU or GPU spikes?

CPU: 6600K @ 4.6Ghz | COOLER: H100i GTX | MOBO: Asus Z170 AR | GPU: EVGA GTX 1080 Ti Hybrid | RAM: G.Skill Trident Z RGB 16GB |

CASE: Corsair 760T | PSU: Corsair RM750x | STORAGE: Samsung 850 EVO 250GB & Seagate 2TB | KEYBOARD: K70 RGB | MOUSE: Deathadder Elite

So sorry I forgot about this thread but he has solved his problem now.

He was concerned about a buzzing in his PSU (probably just a capacitor or inductor) everytime he powered his PC down, so he would always switch the PSU off and pull the plug every time... apparently this messed with the internal clock of the CMOS which is used to queue certain animations.

He knows the buzzing isn't necessarily a major issue anymore, so he is not doing this and things are working fine.

Well the buzzing from turning off is usually normal anyway
