Is there a special week or two to buy each category of part at a discount?

I've seen people who claim to have reviewed the 860k But is it actually out yet? <--- this may be a very stupid question

Prices vary for parts and brands.  Pcpartpicker.com has a graph that shows the prices on certain dates.  

 

The best time to buy is when you can afford the part.
