Not sure if this would go under Displays or GPU section, so I apologize in advance.

 

I used to have a Radeon HD 6870 & AMD Phenom II X6 1045T (w/ 16GB of 1600 RAM) and whenever I'd play a video (whether 720 or 1080) or youtube/internet video, it would usually be smooth no matter which of my monitors i was using.

one of my monitors is HDTV (60Hz, VGA to DVI) and a LED monitor (60Hz, DVI). Both are 1080 monitors.

Now i have a GTX 770 & FX 8350 and now half of the time, my frames i guess drop or skip (not sure the right term, but i'd describe it as choppy). This happens whether i'm on Youtube or using my own media players (windows media player, VLC, Media Player Classic & MPC-BE) on either monitor. Sometimes it helps if i'm not multitasking and i keep my mouse on the monitor that's playing the video.

This started happening when i changed the graphics card and continued when i changed the cpu.

 

Anybody know what's going on? Lemme know if i'm missing information to further help answer my question.
