Opening each folder / file in the same window doesn't work

No matter what I select in settings for opening up a folder or file, it aways opens in a new window. What registery part needs tweaking

Tried settings, folder and search options, new user account, system restore. NADA!. whats my next option?

I am thinking fresh install and never updating every again  :angry:
