30c is perfectly fine for just surfing the web.

 

You can check temps by using something like hw monitor.

Upgrading wouldn't really be worth it but if the temps are worrying you then you could get a Corsair h100i.

 

You only really have to worry if the chip gets to 85c or above from what I've heard.

Maybe you should change the thermal paste.

30C is perfectly fine and isn't necessary at the moment.

He should reapply every year or so at least.
