So I've got a problem with a friends PC I built.

He has shitty.unreliable electricity where he lives, so keep that in the back of your head.

He also has a lower end PC, fx4300/7770.

 

Supposedly while there was a windows update, his breaker blew and shut all his power off, now he's getting a screen with an error "OLEAUT32.dll" is missing

This happens in safe mode aswell.

 

Any ideas of steps I should take to diagnose this?

If you still have the Windows 7 install disk, pop that sucker in and go into recovery mode. If you don't, then get an iso from the microsoft website(or your preferred torrent site) and put it on a usb(or disk).

So is there a way to overwrite/add that ONE file, without reinstalling all of windows?

(Can't boot into safe mode)

If you have the recovery disk, boot to that. There are several options there that can help. Since you're unable to boot, try running "Startup Repair" and see if that corrects it. If not, use the Command Prompt to run SFC /SCANNOW and see if it replaces the file.

you can try to restore it using an install disk, and trying the startup repair,  or system restore.

you can't do SFC /Scannow from the install disk, and i hate it.
