Internet Issues

Just some background info:

My Internet provider is Time Warner Cable

This issue has been like this for the past week

We currently pay $140 for Cable, Internet, and Phone, Internet speeds at up to 20Mbps Down and 2Mbps Up.

I have heard of Time Warner throttling users, but the download speed here is absolutly unacceptable. 

Hell it took me almost 8 minutes just to load this web page. 

My Ping and Upload speed seems fine.

The internet at my dads same package and all is fine.

So what is going on here, I don't think it is my modem or router since that only my Download speed is being affected.

I haven't called Time Warner yet as I don't like their customer support.

Any help would be great, thanks for the help everyone.
*Also forgot to add in that the internet cuts out randomly sometimes for about 2 seconds. Maybe four times in a hour.*

Also I am on a Arris modem and Cisco router, idk the models.

So is this their equipment at your end or their equipment (IE: did you buy the router or them)

 

If they supplied it, call them out to repair your service, it will do no harm to call.

They supplied it, I just thought there could be something I could do, I hate calling their customer support. Looks like I will have to.

TWC has the worst cable internet and support, their speeds are so unstable. If i was you I would call them and complain about this and they usually fix it.  If there is any other ISP provider in the area i would switch.

Sadly that is all I got other than DSL that costs $50 a month just for internet with speeds max at 2Mbps down and less than 1 up.
