im choosing between  these cards, palit gtx 970 jetstream vs galax gtx 970 exoc black edition vs zotac 970 amp omega. asus/ gigabyte/msi cards costs around $60 more in my country and are out of my budget.

Zotac is way better. Still not the best, but don't touch Palit cards. Galaxy might be OK, but I don't know about their GTX 970's.
