Nothing in the background and it's only while loading at gaming it stick to 70s & 60s 

Well then it's completely normal, a CPU is usually stressed more during loading and less during the game itself

Depends, you "only" have an I5-4440. Check background processes and how much they are taking from the CPU. I can fairly easily max out my CPU in BF4

loading its meant to be at 100% and while gaming it will go down because the cpu wont be doing as much
