A few weeks back I cleared my brothers system of a persisting virus. Almost exactly a month later it started having new issues. The system would refuse to start after a system restart unless unplugged and plugged back in(would fully power down, upon startup BIOS wouldn't initialize(screen remained black)), when you did get it to startup you would get the error message I linked on my post. After fiddling with it (restoring defaults and playing with a  few startup settings), I concluded the motherboard was probably faulty and went to exchange it for a different board linked here

Swapping to the new board fixed the issue restarting, however the error message persisted (even after fresh windows 8.1 installation via both DVD and USB(yes they're legitiment, ordered directly from Microsoft))

Normally I might suspect the HDD but considering it was recently replaced(see previous thread), it seems very unlikely... Oh and I should note, it will load into windows eventually after 10min-30min of restarts.

 

Thoughts?
